Building Regulatory Capacity Assessment

Applications: Can be applied as part of the project preparation by task teams to inform lending operations. In 17 countries/states where BRCAs were conducted, BRCA recommendations contributed to identify prior actions or key indicators for DPLs (e.g. building act, building code, green building investment plans and other legislative reforms etc) and investment activities for IPFs (e.g. online building approval system, construction material testing lab etc). There are cases that BRCAs were conducted as part of analytical works under IPFs, which can also immediately inform potential follow-up activities within the same projects.

Data requirement: Access to regulatory documents

Final deliverables: A presetantion summarizing existing building regulatory frameworks, institutional set up, key challenges and issues, concluding with recommendations on priority actions for reforms and investments in a form of implementation roadmap. The process also includes wide stakeholder consultations to validate analytical findings and recommendations.

The Building Regulatory Capacity Assessment (BRCA) is a methodology to help countries and cities assess their building and land use regulatory
frameworks (including implementation capacity) and identify opportunities for priority reforms and improvements that support resilient, green and inclusive built environment. Final recommendations includes priority policy reforms and invest activities that can be financed by the World Bank lending projects or national programs.
