Final deliverables: A Country/State Disaster Risk and Climate Resilience Finance Diagnostic which aims to identify gaps in the enabling environment and pinpoint areas where technical assistance, capacity building, analytical support, or funding efforts are needed to advance the country/state's progress toward successfully implementing disaster risk and climate adaptation financing mechanisms. The diagnostic also helps identify financial institutions with the commitment and capacity to manage such mechanisms, and relevant publi-private partnerships. Based on the diagnostic results, a roadmap will be developed to outline recommended steps for creating a conducive environment for disaster and climate resilience finance.

The DCAFF Diagnostic Tool is designed to evaluate the preparedness and capacities of countries or states interested in establishing disaster risk and climate adaptation financing facilities or mechanisms. The tool incorporates key elements critical for designing and implementing such mechanisms, assigns criticality factors, and serves as a comprehensive guide for assessment. It analyzes various factors, including macroeconomic and disaster risk management contexts, public institutional frameworks, the financial institutions ecosystem and capacities, private sector engagement, World Bank involvement, and the identification of potential partners (e.g., NGOs, international organizations, local associations, and civil society).
