The Framework Agreement for Urban Flood Risk Assessments provides a) expert technical support in urban flooding, hydrology, hydraulics, and engineering to develop high-quality, robust TORs for urban flood risk assessment assignments carried out by firms, as well as the evaluation of the often complex proposals and the handling of technical clarifications and negotiations to ensure value for money and the best possible services; and b) speed through the Procurement process, in which the EOI phase is skipped and the assignment is tendered directly to the four best-in-class firms pre-selected for the Framework, who understand the work and prepare strong proposals, as well as logistical and administrative support throughout the Procurement process.
